London, Asharq Al-Awsat – Libyan writer and thinker Dr. Ali al-Sulabi has stated that the Islamic Fighting Group [IFG] has finished writing its jurisprudent revisions and handed them to Al-Qadhafi Development Foundation which is headed by Saif-al-Islam al-Qadhafi who is supervising the revised dossier, according to Sheikh Yusuf al-Qaradawi’s website.
Al-Sulabi, who has been mediating for some time between the group’s revisions and the state, said these revisions would be presented to a number of thinkers and jurisprudence scholars and Sheikh Yusuf al-Qaradawi will receive a copy soon to give his opinion of them. The revisions will also be presented to Dr. Salman al-Awdah, Sheikh Mohamed Shanqiti from Mauritania, and Dr. Ahmed Raysouni from Morocco. He asserted that the revisions, entitled “Revisionist Studies of the Concepts of Jihad, Hisbah [verification, the Islamic doctrine of keeping everything in order within Shariaa law], and Judging People”, were handed to a committee of scholars from inside and outside Libya. Six Libyan scholars have received them and they include Al-Sadiq al-Gharyani, Dr. Hamzah Abu-Faris, Dr. Suleiman al-Bayrah, Dr. Aqil Hassan Aqil, and Dr. Muhmmad Ahmad al-Sheikh.
On the other hand, informed sources associated with the Libyan “IFG” disclosed that six of the group’s leaders inside jails took part by voicing opinions and Shariaa interpretation and put the final touches to the revisions which are expected to cause a big reverberation in the jihadists’ circles. They are: Sheikh Abdul-Hakim Bilhaj and his alias is Abu-Abdullah al-Sadiq; Sheikh Abu-al-Mundhir al-Sa’idi; Abu-Hazim and his name is Khalid al-Sharif; Muftah al-Dudi and his alias is Sheikh Abdul-Ghaffar; Mustafa Qunayfid, “Al-Zubayr”; and Sheikh Abdul -Wahhab Qayid, eldest brother of Al-Qaeda leader Abu-Yahya al-Libi. They pointed out that the 420-page revisions would be published in these leaders’ names after being approved.
Dr. Al-Sulabi has denied that the formation of this committee of scholars is some kind of sponsorship of the IFG’s revisions saying the purpose is to benefit and to have the scientific, ideological, and Shariaa review of their rules and opinions. He mentioned that the scientific assessment would make it clear whether these revisions and opinions represent the opinion of scholars at large or not and pointed out that the reason for this assessment is the IFG leaders’ desire to be assured and benefit from the opinions of senior clerics and scholars in the Arab and Muslim world.
